The Times reports Besiktas have set terms they would be prepared to accept to allow Wout Weghorst to join Manchester United.
The Turkish side must agree to any deal, as Burnley do not have a recall agreement in the loan deal.
But with Fabrizio Romano reporting Weghorst’s desire to clinch a move to Manchester United, Besiktas are in a tricky position.
Besiktas have held talks with Burnley, after The Times reported Weghorst has asked the Turkish side not to stand in his way of a move to Old Trafford.

Besiktas set terms
The latest report from The Times claims Besiktas want 35 per cent of any loan fee Manchester United pay to Burnley.
It is claimed that United’s initial approach was turned down, with Besiktas holding out for compensation they agree would be fair.
Besiktas football director Ceyhun Kazanci had hinted at openness to negotiating on Monday, claiming: “There could be a reward for us if we give our consent.
“For example, if Burnley told us: ‘Weghorst is moving to this team and we are giving you half of the fee’ we would sit down and talk to them.”
The figure of 35 per cent is not even half, and should not be a problem for United; it is Burnley who might have an issue with it, if they feel they are not getting enough money.
It will come down to how much the actual loan fee will be, which is currently unclear, with no reliable figures yet reported.
But United won’t want to pay big for a loan move, even though they have shown their hand, making Weghorst their top option, they will still want to get a deal done quickly.
This is a deal which would be better to get done quickly, with a tough run of fixtures coming up for United.
